The IPER Summit was an invitation-only event that brought together Leadership Teams from every state and territorial government composed of the directors of archives and records management, emergency management, and information technology/Chief Information Officers. The active commitment of leaders in these three functional areas is critical to protecting essential records and ensuring continuity of government operations following a disaster.

The conference was held at the Westin Peachtree Hotel in downtown Atlanta GA, on July 21-22, 2008.

Monday afternoon sessions were held at the Georgia Archives and the National Archives Southeast Region which are adjacent to each other in Morrow GA. Attendees had an opportunity to tour both facilities during this time.

Invitation packets to the Summit were sent to directors of archives and records management, emergency management, and information technology/Chief Information Officers in every state and territory.

The IPER project extends and expands upon CoSA's ongoing Emergency Preparedness Initiative which began in the wake of the 2005 hurricanes. It is being led by an Advisory Board with representatives from a broad range of organizations serving professions and government agencies with a stake in records-related preparedness. The IPER Staff is based at the Georgia Archives in Morrow, Georgia.

The need for training was one of the highest priorities identified in the Council's 2006 report, Safeguarding a Nation's Identity. The IPER Project builds directly on the findings of that effort.
